As of October, Vang Vieng has welcomed over 900,000 tourists, exceeding its target of 800,000. This includes more than 400,000 foreign visitors, according to Vang Vieng district Governor Bounchan Malavong, who spoke on TV with the Lao National Radio (LNR) on 21 October.

Bounchan noted that Vang Vieng’s tourism has significantly improved compared to previous years, with increased visitor numbers this year alone. Key factors driving this growth include improved transportation options like buses, trains, and highways. Additionally, tourism plans have been adjusted to accommodate the rising number of tourists.

These developments have been supported by a nearly USD 15 million grant from the Asian Development Bank (ADB), provided through three agreements aimed at enhancing tourism infrastructure.

The first agreement focused on constructing a landfill, completed on 31 May. The second project involves building the Nam Song Bridge and upgrading the road from Vong Waen to Kaeng Yui, which began last year. The third project, set to start in November, will rehabilitate 11 roads in Vang Vieng, covering a total of 5,294 meters.

These improvements aim to enhance access to key attractions and overall visitor experiences, contributing to the local economy and promoting sustainable tourism growth.

This success reflects the district authorities’ plans to improve facilities and services in preparation for Visit Laos Year 2024, including environmental adjustments and enhanced tourist experiences through various activities and upgraded infrastructure.

In the first half of 2023, Vang Vieng attracted approximately 320,000 tourists, with 116,000 being foreign visitors and 200,400 domestic tourists.

On 25 September, Laos and Russia commenced a joint military training exercise at the Sergievsky training ground in Russia’s far east region of Primorsky, with goals of boosting knowledge exchange and preparing for potential joint operations in times of need.

During the training –“The LAROS 2024” – Lao personnel along with their Russian counterparts centered their practice around the theme, “All stages of practical actions in single combat formations”.

The concept revolved around lessons on ways to prepare for and carry out a joint battle to eliminate illegal armed groups in the event that the enemy uses reconnaissance drones and attack drones.

To ensure successful training, the drills were divided into two parts, with the first one being the knowledge exchange session between Lao and Russian militaries while the second part focused on tactics, raids, rescuing hostages, and the use of modern vehicles and weapons. 

Supervising the operation were Deputy Chief of the General Staff of the Lao People’s Army and Head of the Steering Committee of the Laos-Russia joint military exercise, Major General Phanseng Bounphanh, along with the Russian Federation Army Steering Committee. 

Major General Phanseng expressed his gratitude to the Russian committee in charge of all those involved in the exercise. He noted that the training is of absolute significance and praised those participated for overcoming all obstacles to complete the training as planned.

Shasrikone ‘Lady’ Sasith, an 18-year-old beauty queen, was crowned Miss International Laos 2024 on 22 September. She is set to represent Laos on the global stage, competing in the 62nd Miss International Beauty Pageant in Tokyo, Japan, on 12 November, alongside over 70 delegates from around the world. 

The journey to the crown began with the Miss International Laos competition on 28 August, where the top 20 competitors showcased their talents through activities such as modeling, fitness training, and workshops. 

The final round took place on the night of 22 September at the Amari Vangvieng hotel, where Shasrikone Sasith (MIL12) was crowned Miss International Laos 2024. The first runner-up was Mongkoutphet Hanesana (MIL04), and the second runner-up was Thipphachan Sombounthip (MIL17).

Shasrikone shared her heartfelt gratitude upon hearing her name announced as the winner in the final round of the competition. She emphasized her pride in having the invaluable opportunity to represent Laos on the international stage in Japan.

“My strengths are resilience, ambition, and bravery. These qualities describe me best. I will embody these values to represent Laos’ traditions on a global stage. I will bring out my full potential,” Shasrikone said.

Shasrikone acknowledged the challenges she faced during the competition, particularly the pressure of performing among 20 talented contestants.

“I saw their determination to win the crown; they are all unique in their own ways, so I had to consider what I can do to catch the judges’ attention,” she added.

Looking ahead, Shasrikone is focused on her preparations for Japan.

“I have a very short period of time to prepare. I am currently working on my walking and speaking skills. I also exercise very hard to keep in good shape for the upcoming competition,” she said. 

Miss International is not solely a competition focused on physical beauty; it also emphasizes intelligence, personal growth, and a commitment to community service both during and after the event. The pageant promotes cultural exchange among participants, offering a platform for them to showcase their potential and forge connections across borders.

The 24th ASEAN Energy Business Forum (AEBF-24) opened in Vientiane Capital, on 25 September and will conclude on 27 September, at the National Convention Center, drawing policymakers, industry leaders, and energy experts from across the region. 

The three-day forum, hosted by the Lao Ministry of Energy and Mines (MEM) in collaboration with the ASEAN Centre for Energy (ACE), aims to strengthen regional energy cooperation and advance sustainable solutions for ASEAN’s future energy needs.

The first day of AEBF-24 featured the signing of a Memorandum of Understanding (MoU) between ACE and Huawei, a move aimed at advancing renewable energy efforts across ASEAN. The signing was followed by the launch of a policy brief and the ASEAN Energy Data Centre, designed to provide critical data and insights for stakeholders.

During a press conference on 26 September, Soukvisan Khinsamone, Deputy Director General of the Department of Planning and Cooperation at MEM, emphasized Laos’s pivotal role in promoting clean energy. 

“Laos is a country connected to neighboring countries and regions, a country that has the potential to develop clean energy,” he said. 

He added that 90 percent of Laos’s current energy comes from renewable sources like hydroelectric dams, solar, and wind power. Soukvisan highlighted that Laos aims to lead ASEAN in transitioning toward clean energy, which will be crucial for regional cooperation and future industrial development.

He also noted that achieving these goals will require deeper partnerships with neighboring countries as he stressed the importance of forums like AEBF-24.

In a series of high-level discussions, attendees focused on the region’s growing energy demands and how to meet them through innovation and collaboration. Among the key topics were the integration of renewable energy, improving energy efficiency, and ensuring energy security. Several initiatives, including the ASEAN Power Grid (APG) and carbon capture, utilization, and storage (CCUS), took center stage as examples of ASEAN’s commitment to a sustainable energy transition.

Tirta further emphasized how AEBF-24 promotes knowledge exchange between public and private sectors, along with academia. 

“Academia plays a critical role in offering cutting-edge technology and policy recommendations, which can help ASEAN policy makers shape the future of energy in the region,”  he said. “We believe the energy transition in ASEAN should have support from both the private and public sectors.” 

Public-private partnerships were another focal point, with Tirta explaining that such collaborations are vital to the success of energy initiatives across ASEAN. 

“This event provides a platform for stakeholders to find solutions to the expensive process of energy transition,” he said, referencing the ongoing need for significant investment to ensure ASEAN’s energy sector remains both sustainable and secure.

One of the highlights of AEBF-24 was the ASEAN Green Transport Rally, which showcased the region’s strides in adopting sustainable transportation technologies. The rally demonstrated a variety of green transport options, from electric vehicles (EVs) to biofuel and hydrogen-powered alternatives. “We believe green transportation is crucial for the future, especially during this energy transition era,” Tirta said, noting ASEAN’s commitment to exploring diverse solutions to the region’s transportation needs.

In addition to panel discussions and workshops, AEBF-24 also featured an exhibition showcasing the latest in sustainable energy technologies. Companies and innovators from across the region presented cutting-edge solutions, giving delegates the opportunity to explore practical advancements that could be adopted in their home countries. The exhibition displayed the forum’s dual focus on policy and technology as complementary forces driving the region’s energy future.

A major point of interest was the release of ACE’s 8th ASEAN Energy Outlook (AEO8), a flagship report that provides a roadmap for achieving ASEAN’s energy goals. The report, along with the discussions at AEBF-24, highlighted the importance of renewable energy integration, energy efficiency, and emerging technologies in addressing the region’s energy challenges. 

As ASEAN faces the dual pressures of growing energy demands and the urgent need to address climate change, forums like AEBF-24 are crucial for fostering regional cooperation and finding solutions. Laos’ Salavan Province and Thailand’s Ubon Ratchathani Province have agreed to enhance cooperation on water transport, aiming to improve regional connectivity through key international border crossings.

On 23 September, officials from both provinces signed two memoranda of understanding. The first focuses on water transport at the Pak Saphan International Border Crossing in Salavan and the Pak Saeng Permanent Checkpoint in Ubon Ratchathani. The second agreement addresses the entry and exit of barges and passenger boats between the two countries.

The agreement also includes plans to establish two joint ports. The first port will serve as an inspection point for boats and goods in Salavan, linked to Ubon Ratchathani’s entry-exit checkpoint. The second port will handle inspections for passengers, goods, and vehicles at the barge ports on both sides.

A joint committee will be formed to define the corridors for barges and passenger ships, ensuring that operations do not disturb the banks of the Mekong River. Safety measures were also discussed, requiring all vessels to carry insurance and comply with regulations from both nations to protect passengers, vehicles, and cargo, ensuring peace and security along the river routes.

The Pak Saphan International checkpoint, which opened on 6 September, plays a key role in regional trade and transit. It connects four southern provinces of Laos with one central province, promoting socio-economic development. This crossing is expected to facilitate trade, investment, and tourism, benefiting travel between Laos, Thailand, and Vietnam, and enhancing opportunities for Salavan and the region.

Japan has donated over 400 sets of football training wear to the Lao Football Federation (LFF). On 24 September, the Japanese government, in collaboration with the Japan Football Association, officially handed over the football gear at the LFF headquarters in Vientiane Capital.

This donation is part of the Sport For Tomorrow initiative, a global program led by Japan’s public and private sectors aimed at promoting the positive influence of sports across generations and borders, particularly in developing countries. The initiative seeks to foster international unity through sports engagement.

During the handover ceremony, Tsutomu Koizumi, Ambassador of Japan to Laos, emphasized the unique ability of sports to unite people, communities, and nations. He also expressed hope that the donation would further deepen Japan-Laos relations through cultural and people-to-people exchanges, as both nations prepare to celebrate the 70th anniversary of diplomatic relations in 2025.

Viphet Sihachakr, President of the Lao Football Federation, welcomed Ambassador Koizumi and praised the longstanding partnership between the two federations, which has been ongoing since 2011. He also highlighted LFF’s commitment to expanding grassroots football programs across Laos, giving young students the opportunity to develop life skills through the sport.

Nayuha Toyoda, Head Coach of the Laos Women’s National Team, expressed her appreciation for the enduring cooperation between the Lao and Japanese football associations. She reaffirmed her mission to unlock the potential of young Lao athletes and mentioned that her team is currently preparing for an international match to be held in Laos later this year.

The donated football gear will be distributed to teams in elementary schools across Laos, benefiting communities in several provinces. The LFF plans to coordinate distribution activities during key events such as AFC Grassroots Football Day and AFC Women’s Football Day, ensuring broad access to the equipment.

Since the Lao-Thai railway’s launch on 20 July, regional connectivity and economic growth in Laos have significantly improved, particularly in the tourism sector. Over 13,000 passengers have traveled the Bangkok-Vientiane route. The railway enhances both passenger and freight transport, creating vital links between Laos and Thailand.

In addition to improving Laos’ access to international markets, the Lao-Thai railway also connects Vientiane, Laos, with Nong Khai, Thailand, serving as a key border crossing. The railway has reduced logistical costs and streamlined the export of Laos’ minerals, agricultural products, and manufactured goods, thus increasing the country’s trade volume.

The upgraded infrastructure brought by the Lao-Thai railway makes Laos more attractive for foreign direct investment. The railway’s operational success could lead to the development of export processing zones and logistics hubs near railway stations.

The Lao government aims to attract 4.6 million international tourists by the end of 2024, generating USD 1.3 billion in revenue. Campaigns like “Visit Laos Year 2024” highlight Laos’ cultural heritage and increase the appeal of rail travel, making tourism more accessible and affordable.

The Asian Development Bank (ADB) has provided USD 1.8 million to support an urban renewal project in Vang Vieng, aiming to transform the popular tourist destination into a greener, more accessible town.

The project is one of four initiatives under the 2nd Greater Mekong Subregion (GMS) Tourism Infrastructure for Inclusive Growth Project and will focus on rehabilitating 11 roads in Vang Vieng, covering a total of 5,294 meters. 

Key improvements include upgrading drainage systems, repairing footpaths, resurfacing roads, installing new streetlights, and enhancing sewage systems. The project also includes landscaping efforts like tree planting and the creation of designated parking areas. 

The joint venture, a collaboration between the Road No. 8 Construction Enterprise (R8CE)  and LBD Road Bridge and Infrastructure Construction Sole. Co., Ltd. will manage the construction, beginning in November 2024 and complete within 15 months. 

On 17 October, A signing ceremony was held in Vang Vieng, where Phonemaly Inthaphome, Director General of the Tourism Development Department at the Ministry of Information, Culture, and Tourism, and Phoupheuane Sengphachanh, Managing Director of Road No. 8 Construction Enterprise, formalized the agreement to run this project.

At the meeting, Deputy Minister of Information, Culture and Tourism, Darany Phommavongsa, emphasized that this project aligns with the government ‘s commitment to boosting tourism in the province. She noted that improving infrastructure is the key to unlocking the area’s full potential as a tourism hotspot. Similar initiatives are also underway in Keo Oudom district, also seen as vital to the economic growth in Vientiane Province.

Vang Vieng, is a top destination for both local and international tourists. With improved infrastructure, the town is set to further enhance its standing as an eco-tourism hub, offering better facilities for visitors and supporting sustainable tourism growth.

Xieng Khouang, the first province to embrace the Agroecological and Safe Food System Transitions (ASSET) program funded by the French Agency for Development (AFD) and the European Union (EU), is leading the way in transforming agriculture in Laos. 

Collaborating with the Department of Agricultural Land Management (DALAM) of the Ministry of Agriculture and Forestry, the province aims to elevate agroecological practices and enhance living conditions for farmers.

According to the Food and Agriculture Organization, agroecology optimizes the relationships between plants, animals, humans, and the environment to ensure sustainable farming practices. This approach empowers communities to decide what they eat, how their food is produced, and where it comes from, all while ensuring fairness and accessibility.

The ASSET programme, which runs from 2020 to 2025, aims to enhance agricultural practices, create safer food systems, and foster inclusivity across Laos, Cambodia, Vietnam, and Myanmar. Utilizing the region’s natural resources, the initiative targets four main objectives: improving agricultural sustainability, promoting natural resource management, fostering biodiversity, and enhancing food security.

Xieng Khouang Province, located in northeastern Laos, has been selected as the ideal model for the project due to its fertile soil and favorable climate for crop growth. The initiative focuses on three main districts: Phoukhout, Peak, and Kham.

Viengkham Chanthala, Deputy Director-General of the Department of Agriculture and Forestry in Xieng Khouang Province, explained that agroecology is about integrated farming, where all aspects of biodiversity are interconnected. This approach maximizes benefits by promoting environmental protection, chemical-free farming, and a safer, healthier food system, he explained.

Sodsadee Natavong, a farmer from Peak district, shares her experience with duck farming, a practice encouraged by the ASSET programme to enrich rice fields with manure while also controlling pests.

“The ASSET provided my family with some ducks and knowledge on how to care for them. Ducks are food and an income. After the programme, our rice production doubled. I’m glad to participate in this programme,” she said.

Sodsadee also noted a ripple effect within her community.

“Other families who initially declined to participate are now reconsidering and seeking similar positive changes in their agricultural practices,” she remarked.

In Kham district, Phonekou Xayathila’s family is involved in a program focusing on coffee farming and beekeeping. Since the programme’s inception in 2023, they received 750 coffee trees and learned to cultivate them alongside banana trees for increased productivity.

“We never knew the plants needed to be watered with tap water occasionally until the authorities informed us,” Phonekou said. “They taught us how to properly grow bananas and coffee, and even covered our water bills so we could water them daily.”

Phonekou expresses gratitude for the ASSET program, which has significantly improved his family’s livelihood. 

“The knowledge and support we received helped us achieve a higher income and better stability for our family,” he said.

The ASSET programme is proving to be a transformative force in Xieng Khouang Province, empowering local farmers with sustainable practices that enhance productivity and improve living conditions.

By fostering a deeper connection between agricultural techniques and ecological balance, the initiative promotes healthier, chemical-free food systems and increased incomes for participants like Sodsadee Natavong and Phonekou Xayathila, as well as others in the community.

This fast-charging solution is expected to make electric motorcycles a more practical and appealing choice for daily commuting.

In addition to rapid charging, Graphion offers services that enhance the electric mobility experience in Laos. Riders can convert their existing gasoline-powered motorcycles into electric ones, helping reduce waste and extend the life of their bikes. Users can also earn tokens for charging their bikes and adopting eco-friendly habits. Graphion plans to install free charging stations across Laos, providing easy access for electric motorcycle owners. To ensure the sustainability of the project, the company will train local workers in maintaining and producing fast-charging technology.

Graphion’s fast chargers are designed to be affordable and easy to install. The company is funding the project initially but plans to seek additional support from various clean energy programs.

The project is a partnership between Graphion and the Ministry of Energy and Mines of Laos, to make 30 percent of vehicles on the road electric by 2030. The new 10-minute charging technology is expected to play a key role in this effort.

Beyond technology, Graphion is committed to promoting environmental awareness in Laos. The company aims to educate local communities about sustainability and responsible energy use.

As part of the launch, Graphion will unveil eight new charging stations in Vientiane, which will serve as models for future expansion across the country.

Nam Ki Yong, CEO of Graphion, expressed excitement about the project, calling it a significant step toward sustainable energy in Laos. The Minister of Energy and Mines of Laos also emphasized the importance of this collaboration for improving energy efficiency in the country.

Looking ahead, Graphion plans to work with local companies to provide ongoing support for electric motorcycle technology, including the supply of necessary parts. With millions of gasoline motorcycles in Southeast Asia, including 2 million in Laos, this initiative is critical for reducing carbon emissions and gasoline dependence.
