Bolikhamxay Provincial Authorities will declare the revered Phabath Phonsan Temple in Thaphabath district as a national heritage site in January, coinciding with the annual Boun Phabath Phonsan festival, a key event across the province.
Scheduled to take place from 22-25 January, the Boun Phabath Phonsan festival is a cherished tradition where locals pay homage to the ancient stupa and visit the Buddha’s footprint at the temple. The festival has also earned its place in the Visit Laos Year 2024 program.
Sonthong Vibounkuang, Head of Bolikhamxay’s Information, Culture, and Tourism Department, announced that the festival will showcase a street fair and mark the Phabath Phonsan Temple’s official declaration as a national heritage site.
A singing competition, cultural performances, and an enthralling fashion show featuring ethnic groups from the area will also serve to further enhance the festivities.
Built in the Buddhist year 902 (AD 359), Phabath Phonsan Temple stands on a 1.2-hectare site where, in 1993, locals found a 2.4 x 1.2-meter footprint believed to be Buddha’s, prompting the construction of Phabath Temple around it, Vientiane Times reported.
Devotees gather annually in mid-January to pay respect to the Buddha’s footprint, making merit by placing gold leaves on the sacred Phabath (Buddha footprint).
Apart from its cultural and religious significance, Bolikhamxay Province boasts eco-tourism activities, including two national protected areas and a vast wetland system. The plea was made during a meeting on 7 December in Vientiane Capital that focused on fostering Laos-China tourism collaboration, aligning with the Belt and Road Initiative’s objectives.
Director General of the Tourism Marketing Department, Ministry of Information, Culture, and Tourism, Khom Douangchantha, emphasized the growing influx of Chinese tourists and encouraged Chinese businesses to offer tailored Lao tourism programs for a successful Visit Laos Year 2024.
The inauguration of the Laos-China railway has not only enhanced travel options but also fostered reciprocal visits between Laos and China. This development has also enticed visitors from various other countries across the region.
Additionally, major airlines like Lao Airlines and China Eastern Airlines now provide direct flights connecting key cities in both nations, such as Vientiane Capital in Laos and Guangzhou, as well as Kunming in China.
The Lao government has further sought support on a global scale, focusing not only on China but also on neighboring countries like Thailand and Vietnam. In the first nine months of 2023, tourists from these nations claimed the top two spots among international visitors to Laos.

Ten university students from the National University of Laos will be in Japan from 9-19 December as part of the Japan-East Asia Network of Exchange for Students and Youths (JENESYS) exchange program to commemorate and solidify 50 years of ASEAN-Japan cooperation.
The participants representing Laos were selected in cooperation with the Lao Youth Union. As part of the program, the Lao students and attendees from other ASEAN countries will hold talks to discuss five main topics, including climate change and disaster prevention, tourism development, population-related issues, startups, and the Internet and AI.
In addition to visiting facilities and key industries related to their theme in groups, participants will experience cross-cultural events and workshops and exchange ideas with local people. At the end of the program, members will make a final presentation and submit the Declaration of Conduct for the ASEAN-Japan Relationships.
JENESYS is a youth-focused people-to-people exchange program between Japan and the Asia-Pacific region and aims to promote mutual understanding and friendship across regions.
Since JENESYS’ establishment in 2007, approximately 2,300 young Lao people have been to Japan for such exchanges.

The Myanmar conflict spiked in 2021 with a violent military coup against the elected government, claiming the 2020 election results were invalid and imposing a one-year state of emergency.
Almost three years later, ASEAN leaders haven’t found a solution to it. In a recent meeting, the bloc established a new troika of current, past, and future chairs to address the crisis in Myanmar. But analysts remain doubtful about Laos’ capacity to navigate the challenge effectively, echoing concerns raised during the tenures of previous chairs such as Brunei, Cambodia, and Indonesia.
The new mechanism, delivered by the bloc on 6 December in Jakarta, adheres to the Five-Point Consensus, a peace agreement inked in 2021 between ASEAN leaders and Myanmar military head Min Aung Hlaing on an immediate end to violence, dialogue among all parties, the appointment of a special envoy to Myanmar, humanitarian assistance by the bloc, and access to Myanmar by ASEAN representatives. Despite acknowledging slow progress in the five-point peace plan adopted after Myanmar’s coup, leaders affirmed its continued use.
Kin Phea, Director of the International Relations Institute at the Royal Academy of Cambodia, further emphasized the importance of Myanmar stakeholders contributing directly to a solution. He mentioned the geopolitical dynamics and the role of superpowers, urging unity among the United Nations Security Council members for a coherent approach.

On 6 December, the UNESCO Intergovernmental Committee designated Lao craft weaving and Thailand’s Songkran Festival as Intangible Cultural Heritage of Humanity.
Women across Laos weave Naga designs onto their traditional skirts for protection and strength. The snake-like mythical beings (Nagas) in Lao folklore are generally benevolent and are believed to protect humans from illness, hunger, and spirits, but when angered, they unleash floods, storms, and disasters.
Lao textiles intricately weave the stories of the people through symbols and motifs, serving as visual narratives. These designs, ranging from mythical creatures to elements inspired by nature, not only convey rich cultural tales but also reveal information about a person’s marital status, ethnic identity, and origin.
As Laos prepares to celebrate this cultural achievement, in neighboring Thailand, Prime Minister Srettha Thavisin extends a warm invitation to visitors from across the globe to partake in and savor the unique experience of the Songkran Festival, or Thai New Year, which was also inscribed on the UNESCO Intangible Heritage of Humanity list.
To further celebrate this prestigious acknowledgment, the Thai Ministry of Cultural Promotion will host a week-long event in Bangkok starting on 7 December. The celebration will replicate the traditional Songkran festivities, traditionally observed annually from 13-15 April and renowned for their vibrant water fights, symbolizing the purification of the past year’s tribulations. Other integral aspects of Songkran include family reunions, temple visits, and the performance of traditional rituals.
The UNESCO recognition of the Lao Naga motif weaving marks the fifth acknowledgment of Lao cultural heritage after three sites became UNESCO World Heritage sites—Luang Prabang Town, Plains of Jars in Xieng Khouang, and Vat Phou in Champasak—and one was inscribed on the Intangible Heritage list—Lao khaen music.
The inscription of the Thai Songkran Festival on the UNESCO listing also marks the fourth achievement of Thai cultural heritage, following the Khon dance drama, traditional Thai massage, and Nora dance.

Suanesavanh also highlighted some important steps the country has to take to ensure the success of the 2024 tourism campaign, including coordinating with both national and provincial committees and the people of Laos for public functions as listed in the tourism events calendar for 2024.
The Lao government is also undertaking plans to enhance facilities, diversify tourism products, improve service quality, and promote Visit Laos Year 2024 through media and international tourism exhibitions.
In line with the ASEAN Framework on Sustainable Tourism Development in the Post-COVID-19 Era, the country aims to attract international tourists by promoting eco-friendly and sustainable practices such as promoting local culture, lifestyles, and businesses, as well as minimizing the negative environmental and social impacts. The initiative also aims to foster job opportunities and income generation for local communities.
“I would like to urge the entire party and state, armed forces, business operators, and people of all ethnic groups in Laos to join hands in hosting Visit Laos Year by providing services to visitors from around the world with warm smiles and open hearts,” said Prime Minister Sonexay Siphandone at the event.
As he spoke to the public, PM Sonexay also invited national and international actors to unite in showcasing Laos’ rich cultural heritage and traditional values on the international tourism market.

Along with Visit Laos Year 2024, Laos will also assume ASEAN chairmanship starting at the beginning of January 2024, which will force Laos to host several significant events, including the 44th and 45th ASEAN Summits, the ASEAN Tourism Forum, and other ASEAN-related meetings, expecting to draw more visitors.
In the past, the country has organized three earlier editions of Visit Laos Year, initially in 1999-2000, followed by events in 2012, and once again in 2018.

Ancient Temple in Bolikhamxay Set to Attain National Heritage Status
Bolikhamxay Provincial Authorities will declare the revered Phabath Phonsan Temple in Thaphabath district as a national heritage site in January, coinciding with the annual Boun Phabath Phonsan festival, a key event across the province.
Scheduled to take place from 22-25 January, the Boun Phabath Phonsan festival is a cherished tradition where locals pay homage to the ancient stupa and visit the Buddha’s footprint at the temple. The festival has also earned its place in the Visit Laos Year 2024 program.
Sonthong Vibounkuang, Head of Bolikhamxay’s Information, Culture, and Tourism Department, announced that the festival will showcase a street fair and mark the Phabath Phonsan Temple’s official declaration as a national heritage site.
A singing competition, cultural performances, and an enthralling fashion show featuring ethnic groups from the area will also serve to further enhance the festivities.
Built in the Buddhist year 902 (AD 359), Phabath Phonsan Temple stands on a 1.2-hectare site where, in 1993, locals found a 2.4 x 1.2-meter footprint believed to be Buddha’s, prompting the construction of Phabath Temple around it, Vientiane Times reported.
Devotees gather annually in mid-January to pay respect to the Buddha’s footprint, making merit by placing gold leaves on the sacred Phabath (Buddha footprint).
Apart from its cultural and religious significance, Bolikhamxay Province boasts eco-tourism activities, including two national protected areas and a vast wetland system. Beyond exploring the Phabath Phonsan temple, visitors are encouraged to visit the province’s numerous waterfalls, such as Tad Xay, Tad Leak, and Tad Mangkon, among others.

Laos Targets Global Audience for ‘Visit Laos Year 2024’
In a bid to enhance international tourism in Laos, the government has reached out to countries across the world, extending invitations for their support of “Visit Laos Year 2024.” This nationwide tourism campaign seeks to draw more visitors, ultimately contributing to Laos’ economic growth.
With this objective in mind, the country is specifically focusing on its Chinese neighbors, capitalizing on their geographical proximity and the recently developed transportation infrastructure connecting the two nations.
The plea was made during a meeting on 7 December in Vientiane Capital that focused on fostering Laos-China tourism collaboration, aligning with the Belt and Road Initiative’s objectives.
Director General of the Tourism Marketing Department, Ministry of Information, Culture, and Tourism, Khom Douangchantha, emphasized the growing influx of Chinese tourists and encouraged Chinese businesses to offer tailored Lao tourism programs for a successful Visit Laos Year 2024.
The inauguration of the Laos-China railway has not only enhanced travel options but also fostered reciprocal visits between Laos and China. This development has also enticed visitors from various other countries across the region.
Additionally, major airlines like Lao Airlines and China Eastern Airlines now provide direct flights connecting key cities in both nations, such as Vientiane Capital in Laos and Guangzhou, as well as Kunming in China.
The Lao government has further sought support on a global scale, focusing not only on China but also on neighboring countries like Thailand and Vietnam. In the first nine months of 2023, tourists from these nations claimed the top two spots among international visitors to Laos.
With nearly 1 million Thai tourists already having visited Laos during this period, the numbers are poised to soar in the coming years. The anticipated launch of the first train service connecting Nong Khai station to the newly built Vientiane (Khamsavath) station in 2024 is expected to significantly amplify cross-border tourism.
Laos also aims to attract more visitors from neighboring Vietnam. In a strategic move, Lao Airlines recently signed up for a partnership with Vietjet, Vietnam’s top low-cost airline, to enhance cooperation in passenger and cargo travel. The collaboration was initiated in early December, and Vietjet plans to introduce a direct flight route between Vientiane Capital and Ho Chi Minh City, featuring four weekly flights starting in February 2024.
To cater to both domestic and international tourists, the Lao government is actively pushing for improvements in hotel accommodations, tourism resources, products, transportation, and medical facilities, prioritizing quality, safety, and visitor satisfaction.
Visit Laos Year 2024 stands as a comprehensive tourism promotion initiative, highlighting the country’s cultural, historical, and natural wonders. The Ministry of Information, Culture, and Tourism, in collaboration with provinces nationwide, has curated a diverse calendar of 79 events, featuring 14 national-level and 65 local events. Tourists can leverage this calendar to plan their visits.
Anticipated as a catalyst for economic growth, Visit Laos Year 2024 is expected to attract 2.7 million foreign visitors and generate USD 401 million in revenue, according to the Ministry of Information, Culture, and Tourism. Lao University Students Head to Japan to Celebrate 50 Years of ASEAN-Japan
Ten university students from the National University of Laos will be in Japan from 9-19 December as part of the Japan-East Asia Network of Exchange for Students and Youths (JENESYS) exchange program to commemorate and solidify 50 years of ASEAN-Japan cooperation.
The participants representing Laos were selected in cooperation with the Lao Youth Union. As part of the program, the Lao students and attendees from other ASEAN countries will hold talks to discuss five main topics, including climate change and disaster prevention, tourism development, population-related issues, startups, and the Internet and AI.
In addition to visiting facilities and key industries related to their theme in groups, participants will experience cross-cultural events and workshops and exchange ideas with local people. At the end of the program, members will make a final presentation and submit the Declaration of Conduct for the ASEAN-Japan Relationships.
JENESYS is a youth-focused people-to-people exchange program between Japan and the Asia-Pacific region and aims to promote mutual understanding and friendship across regions.
Since JENESYS’ establishment in 2007, approximately 2,300 young Lao people have been to Japan for such exchanges.
It is expected that these exchanges will continue to promote mutual trust and understanding among the younger generations to build strong foundations for long-term friendship and cooperation between Japan and Laos.

Laos Prepares to Take the Helm of ASEAN Amidst Ongoing Myanmar Crisis
In less than a month, Laos is set to assume the ASEAN chairmanship for 2024, succeeding Indonesia. But experts shared concerns over the nation’s ability to lead the region, as the unresolved crisis in Myanmar remains a significant challenge across the region.
The Myanmar conflict spiked in 2021 with a violent military coup against the elected government, claiming the 2020 election results were invalid and imposing a one-year state of emergency.
Almost three years later, ASEAN leaders haven’t found a solution to it. In a recent meeting, the bloc established a new troika of current, past, and future chairs to address the crisis in Myanmar. But analysts remain doubtful about Laos’ capacity to navigate the challenge effectively, echoing concerns raised during the tenures of previous chairs such as Brunei, Cambodia, and Indonesia.
The new mechanism, delivered by the bloc on 6 December in Jakarta, adheres to the Five-Point Consensus, a peace agreement inked in 2021 between ASEAN leaders and Myanmar military head Min Aung Hlaing on an immediate end to violence, dialogue among all parties, the appointment of a special envoy to Myanmar, humanitarian assistance by the bloc, and access to Myanmar by ASEAN representatives. Despite acknowledging slow progress in the five-point peace plan adopted after Myanmar’s coup, leaders affirmed its continued use.
Kin Phea, Director of the International Relations Institute at the Royal Academy of Cambodia, further emphasized the importance of Myanmar stakeholders contributing directly to a solution. He mentioned the geopolitical dynamics and the role of superpowers, urging unity among the United Nations Security Council members for a coherent approach.
Despite being a small nation with limited political influence, Laos aims to continue Indonesia’s efforts to build a more connected and resilient ASEAN.

Lao Traditional Naga Motif Weaving, Thailand’s Songkran Festival Inscribed as UNESCO Intangible Cultural Heritage
Laos has once again secured a spot on the UNESCO Intangible Cultural Heritage List. This time for its traditional weaving of the Naga motif.
On 6 December, the UNESCO Intergovernmental Committee designated Lao craft weaving and Thailand’s Songkran Festival as Intangible Cultural Heritage of Humanity.
Women across Laos weave Naga designs onto their traditional skirts for protection and strength. The snake-like mythical beings (Nagas) in Lao folklore are generally benevolent and are believed to protect humans from illness, hunger, and spirits, but when angered, they unleash floods, storms, and disasters.
Lao textiles intricately weave the stories of the people through symbols and motifs, serving as visual narratives. These designs, ranging from mythical creatures to elements inspired by nature, not only convey rich cultural tales but also reveal information about a person’s marital status, ethnic identity, and origin.
As Laos prepares to celebrate this cultural achievement, in neighboring Thailand, Prime Minister Srettha Thavisin extends a warm invitation to visitors from across the globe to partake in and savor the unique experience of the Songkran Festival, or Thai New Year, which was also inscribed on the UNESCO Intangible Heritage of Humanity list.
To further celebrate this prestigious acknowledgment, the Thai Ministry of Cultural Promotion will host a week-long event in Bangkok starting on 7 December. The celebration will replicate the traditional Songkran festivities, traditionally observed annually from 13-15 April and renowned for their vibrant water fights, symbolizing the purification of the past year’s tribulations. Other integral aspects of Songkran include family reunions, temple visits, and the performance of traditional rituals.
The UNESCO recognition of the Lao Naga motif weaving marks the fifth acknowledgment of Lao cultural heritage after three sites became UNESCO World Heritage sites—Luang Prabang Town, Plains of Jars in Xieng Khouang, and Vat Phou in Champasak—and one was inscribed on the Intangible Heritage list—Lao khaen music.
The inscription of the Thai Songkran Festival on the UNESCO listing also marks the fourth achievement of Thai cultural heritage, following the Khon dance drama, traditional Thai massage, and Nora dance.

Launch of Visit Laos Year 2024 Promises Cultural, Natural, Historical Adventures
Under the theme “A Paradise of Lao Culture, Nature and History”, Visit Laos Year 2024 officially kicked off on 23 November in Vientiane Capital, featuring 79 events nationwide.
With the goal of attracting over 2.7 million international tourists in 2024, generating USD 401 million, and 2.9 million tourists in 2025, Laos is poised to share its cultural treasures and boost its economy.
At the opening ceremony at That Luang Square on Thursday evening, Suanesavanh Vignaket, the Minister of Information, Culture, and Tourism, said that tourism plays a key role in Laos’ economy and growth. In 2022, the service sector was the fastest-growing in the country, accounting for 37 percent of Laos’ GDP.
Suanesavanh also highlighted some important steps the country has to take to ensure the success of the 2024 tourism campaign, including coordinating with both national and provincial committees and the people of Laos for public functions as listed in the tourism events calendar for 2024.
The Lao government is also undertaking plans to enhance facilities, diversify tourism products, improve service quality, and promote Visit Laos Year 2024 through media and international tourism exhibitions.
In line with the ASEAN Framework on Sustainable Tourism Development in the Post-COVID-19 Era, the country aims to attract international tourists by promoting eco-friendly and sustainable practices such as promoting local culture, lifestyles, and businesses, as well as minimizing the negative environmental and social impacts. The initiative also aims to foster job opportunities and income generation for local communities.
“I would like to urge the entire party and state, armed forces, business operators, and people of all ethnic groups in Laos to join hands in hosting Visit Laos Year by providing services to visitors from around the world with warm smiles and open hearts,” said Prime Minister Sonexay Siphandone at the event.
As he spoke to the public, PM Sonexay also invited national and international actors to unite in showcasing Laos’ rich cultural heritage and traditional values on the international tourism market.
“This is an opportunity to showcase Laos’ rich culture and traditions, create a memorable experience for visitors, and encourage them to visit Laos in the future,” he added.
Along with Visit Laos Year 2024, Laos will also assume ASEAN chairmanship starting at the beginning of January 2024, which will force Laos to host several significant events, including the 44th and 45th ASEAN Summits, the ASEAN Tourism Forum, and other ASEAN-related meetings, expecting to draw more visitors.
In the past, the country has organized three earlier editions of Visit Laos Year, initially in 1999-2000, followed by events in 2012, and once again in 2018.

Tourist Information Center Inaugurated in Vientiane Capital
The Vientiane Capital Tourist Information Center and Exhibition Room of Handicraft and Odop (traditional products from rural areas), situated in Nongbone village, Saysetha District, Vientiane Capital, officially opened its doors on 17 November.
This collaborative venture between Vientiane’s Tourism Department and Kittiphong Group’s Landmark Travel Sole Co., Ltd. aims to offer tourists convenient access to comprehensive information on tourism and related services in Vientiane Capital and across Laos.
The center will serve as a comprehensive travel resource, providing advice, information on tourist attractions, recommendations for hotels and restaurants, and a platform for coordinating tours with multilingual guides and travel agencies.
“Our information services are entirely free of charge and accessible to all, including [both] international and domestic tourists from other provinces visiting Vientiane,” said Mina Songkone, an information officer under the Vientiane Capital Information, Culture, and Tourism Department.
Speaking at the opening ceremony, the Director of the Vientiane Capital Information, Culture, and Tourism Department, Vilayvone Chanthalaty, underscored that the information center will play an important role in gearing towards ensuring thorough preparation for the upcoming Visit Laos Year 2024, ASEAN Summits, and other significant meetings scheduled for the upcoming year.
